We have an application call to tpgetrply() after tpinit'ing successfully but before getting the reply the WSH goes
down. We then get a TPEBLOCK return code. If we have application logic that loops and tries tpgetply() again it will
continuously return TPEBLOCK's. In Tuxedo 6.5 the same application code would return a TPEBLOCK the first time, and
then the next try it would return a TPESYSTEM error code. This 6.5 behavior was expected in 7.1.
