Using /Q
If a server has done tpdequeue and if it has received TPEDIAGNOSTIC error more than once.
When we shutdown the application Tuxedo with tmshutdown -y, the server which had done tpdequeue is not shutdown but we
have the error messages:

HEre, retval =12 and retplace=3473
164558.fraix05!simpserv.18636.1.0: meta-message: LIBTUX_CAT:428: ERROR: Cannot re-queue msg

In tmdtypes.c

) returns 0

The function _tmdopresend returns -1
