Goal

Server Platform: Open VMS  Alpha platform.
Client Platform: Windows NT 

(1) Premature TimeOut Problem: A Message Q client on a Windows NT machine attaches to a temp Q on an Open VMS machine, then calls pams_get_msgw with a TIMEOUT value (for example 300 for 30 seconds), no messages were put into this temp queue. When this client program was 
termininated abnormally (or killed) before its TIMEOUT (or 30 seconds in this example), the next similar client call to pams_get_msgw with a TIMEOUT value got a premature TIMEOUT value. 
(2) pams_get_msgw got return -184 (selective receive index table full)
