Goal

The problem is found with Tux8.0 RP117 on Windows NT/2000 platform. If user does not has write permission to the root
directory (eg, C:\ or D:\), dmloadcf will fail with "dmloadcf - Open error on SNA security backup file".
The temporary file for dmloadcf is expected to be created in %TEMP% or %TMP% directories, but it turned out that
Tuxedo is always trying to create it at the root directory which causes such "dmloadcf - Open error on SNA
security backup file" error.
