The tmadmin pclean command apparently uses a single SCANUNIT as a timeout value when checking the status of machines
other than the one specified as the argument for the command.  If a relatively small value of SCANUNIT, such as five
seconds, has to be used in a large, busy application, then machines that are actually up can be partitioned as a
result.  They are automatically unpartitioned afterwards but the temporary partitioning caused by the current behavior
of the pclean command can be quite harmful to the application. It is therefore requested that the timeout value be
increased, perhaps to DBBLWAIT * SCANUNIT, which would seem more intuitive than the current behavior.
