RP/TUX 8.0, TUX 8.1 - Old MSVBVM60.dll is inappropriately installed/uninstalled causing 100% CPU on ActiveX executable (Doc ID 772829.1)

Goal

DESCRIPTION: Old MSVBVM60.dll is inappropriately installed/uninstalled causing 100% CPU on ActiveX executable if user
is not in Admin permission group. 
The problem is found in Windows 2000 SP3 platform that after Tuxedo 8.0 (with or without RP164) is installed, all
users in the (restricted) User Group to run an ActiveX program (which has nothing to do with Tuxedo) will consume 100%
CPU. The problem appears to be that Tuxeod 8.0 installation has always overwriten/replaced the
c:\winnt\system32\MSVBVM60.dll (VB runtime library) with an older version (6.0.82.68) without asking.
And, during Tuxedo 8.0 Uninstall, we also remove the c:\winnt\system32\MSVBVM60.dll without asking. Therefore, the
user will no longer have any VB runtime library to run VB/ActiveX prgraom after Tuxedo 8.0 uninstall.
