Goal

Some clients succeed and the remaining conversational clients hang forever, while running the clients multiple times,
with big buffer and GW_MAXPENDINGBYTES_FILE is set.

The following scenario explains the problem

1. Boot Domain1 (TDOM1) with GW_MAXPENDINGBYTES_FILE is set and the threashold value is set to
    TDOM2   20000000,20000000
2. Boot Domain2 (TDOM2) without any threashold value set in GW_MAXPENDINGBYTES_FILE.
3. Execute a few conversational clients in background  from Domain1, which calls a service in Domain2
4. First few conversational clients work fine and the remaining clients hang forever with the following error message
in Domain1 ULOG file. 

172232.TuxMachineName!GWTDOMAIN.xxx.1.0: LIBGWT_CAT:1027: ERROR: Action data incorrect - null context
172232.TuxMachineName!GWTDOMAIN.xxx.1.0: LIBGWT_CAT:1049: ERROR: Unrecoverable error occurred - deleting action

5. Domain2 ULOG file does not show any Error messages
