RP/TUX 6.5, 6.51,8.0,9.1 - Application Server Process IPC Queue Leak After Tuxedo Shutdown (Doc ID 773239.1)

Goal

Customer has a big MP application. As a routine procedure, they have to shutdown/restart some groups. Since some servers
may still be in service at the time of shutdown, they may take a long time to finish tpsvrdone(). The customer usees
tmshutdown with -w option to perform the shutdown operation.  As a result, some application servers ipc queues are not
being removed,  these queues remain to take ipc resources without being referenced by Tuxedo. The corresponding Tuxedo
servers are removed from bulletin board. The problem seems related to the fact that servers are being killed and the
restart server is being launched during the shutdown.
The problem is pretty systematic on the client site, so every day, ipc queues containing data (or not) are found left
on the system, exhausting the system resources in the long term.
