Goal

DESCRIPTION:
After installing RP11, MessageQ reports "UNEXPECTED ERROR SEND buffer <BUFFER>".
The EVL log contains the following errors:
MRS_SERVER       6-JUN-2003 14:13:09.51 E UNEXPECTED ERROR SEND buffer <BUFFER>
MRS_SERVER       6-JUN-2003 14:14:09.54 E UNEXPECTED ERROR SEND buffer <BUFFER> 
MRS_SERVER       6-JUN-2003 14:15:09.63 E UNEXPECTED ERROR SEND buffer <BUFFER>
