RP/TUX 6.5, TUX 6.51, TUX 7.1, TUX 8.0, TUX 8.1 - Change tmshutdown to hold BB lock before dispatching SIGKILL

Shutting down a Tuxedo application with SIGTERM is ineffective if some of the processes to be shut down are hanging,
and shutting them down with SIGKILL can potentially corrupt the Bulletin Board.  It is therefore requested that
tmshutdown tries to acquire the BB lock before issuing SIGKILL, in order to minimize the likelihood that a current
holder of the lock is terminated with SIGKILL, and thus to minimize the likelihood of the BB corruption.
