RP/TUX 8.0 - Stale message clean up, when svctimeout invoked - msg remains in queue (Doc ID 774200.1)

tmadmin reports that messages exist in the queue When service timeouts occur, these are stale messages that are not
being cleaned up.  ipcs -qa doesn't report any messages in the queues.  The behavior is causing some problems when
using SNMP to manage the application.

"After svctimeout has occurred queued messages remain in queue. If you look at O/S queuing doesn't exist, but
from tmadmin queued messages are maintained. Normally, doesn't cause problem, except when snmp traps are generated,
because queue doesn't empty and threshold has been reached."
