RP/MSQ 5.0 (Unix,NT) - Not able to restart groups through 'dmqmonitor' which was started through Windows NT MessageQ service (Doc ID 774307.1)

Customer was not able to restart the groups through dmqmonitor utility which was started through WindowsNT MessageQ
services. While he is able to shutown the groups through dmqmonitor utility.

I am able to simulate the problem in my machine with Windows 2000 / BMQ 5.0 /RP26.

Test Case:
----------

1.Setup single group with MessageQ service manager
2.Started MessageQ service through control panel manually one group configured came up well.
3.Used dmqmonitor to shutdown the started group and when I tried to start the same group it fails to start and there
is no error reported.
4.Only when we stop MessageQ service through control panel we are able to start those groups again through dmqmonitor.
5.If its single group its fine we could stop the the MessageQ services and start the group though 'dmqmonitor' but
with multiple groups we need to bring down all other groups to start particular group through dmqmonitor utility.
