Goal

DESCRIPTION:
TMQFORWARD becomes very CPU intensive if destination service is unavailable

The customer use TUXEDO /Q.  The problem occurred when the database fail in their Production environment.  The message
stored in /Q queued up.   After the /Qs reached about 50% full, the application performance became very poor due to
the high cup usage of TMQFORWARD servers.
