Goal

Product:  MessageQ for OpenVMS, v4.0A-RP67 using DECnet

Problem:

Attempting to establish link in local node sometimes fails with the following error.  The problem happens when one
group tries to connect many other groups.  If tracing is enabled, the problem does not happen. 


	DECNET_LD       25-MAR-2004 13:53:23.34 F Error reading OOB MBX QIO to system <NODE> for group <GID>
	DECNET_LD       25-MAR-2004 13:53:23.34 F %SYSTEM-F-LINKEXIT, network partner exited
	DECNET_LD       25-MAR-2004 13:53:23.34 F %SYSTEM-F-LINKEXIT, network partner exited
	DECNET_LD       25-MAR-2004 13:53:23.34 F Unable to connect to group <GID>, system 
	DECNET_LD       25-MAR-2004 13:53:23.34 F %SYSTEM-F-LINKEXIT, network partner exited
	DECNET_LD       25-MAR-2004 13:53:23.34 W Connection for group <GID> to system <NODE> is down
