RP/TUX 8.1 - Request timeout with domain DDR

Goal

DESCRIPTION:
This issue is part of the problem reported in 207. CR110969 Request timeout with domain DDR for Tux 8.0
The CR says it has been propagated to Tux 8.1, but it is not.

When client request is out of range the client should not get TPETIME even if the client request is out of DDR range. 

I have replicated this on Tux 8.1.

server15:/nfs/homes/maria/TUXEX/502203Domain/Local> client -r 123              
Can't retrieve request: TPETIME - timeout occured

We see this in the ulog which is valid.

My customer uses ud32 and gets this error
When using Tuxedo 8.1, we get the above error message in the ULOG file, BUT we get a "Return packet timeout"
error on the UD. 
        i.e. SENT pkt(4) is : 
              SRVCNM eaRouterSvc 
            CH_SRVCNM    Ping 
            DATABASE_NAME  010201 

           CMDTUX_CAT:993: ERROR: Return packet time out 
            SENT pkt(5) is : 
            SRVCNM eaRouterSvc 
            CH_SRVCNM    Ping 
            DATABASE_NAME  010202 
            

My testcase is located on server15 at
/nfs/homes/maria/TUXEX/502203Domain/Local and
server15:/nfs/homes/maria/TUXEX/502203Domain/RemoteDom1
