Goal

Tux 8.0 RP210 (or above) regression>unwanted TUXCONFIG reading was introduced causing 2-phase XA transactions
performance in large/heavily-loaded Tux system.  
Customer has claimed that such regression has casued ~30% its XA transaction throughtput degradation and dramatically
increased the i/o load to its raw disk drive (where its TUXCONFIG located).
