Goal

DESCRIPTION:
Customer sees the following behavior when using the new DM_PW features (in this case dual-password):

assumption: 1 domain is configured ON_STARTUP (client) and another domain INCOMING_ONLY (server). Client domain has
one password loaded and server domain 2, the newest being different than the password in the client domain.

If ON_STARTUP side is at RP269 (1 password loaded) and INCOMING_ONLY side is at RP311, the message "LIBGWT_CAT
1535: ERROR: Channel binding security failure" is displayed.

If both sides are at the same RP level, no message is displayed.

Customer would like to have a consistent behavior, possibly mapped on the RP311-RP311 one.
