Goal

Environment:
z/OS 1.4 CICS TS 1.3
eLink TCP 3.1 for CICS with "z/OS 1.4 binary patch" TCP31_16_ZOS_CICS

Description:
When an active Requester(BREQ) has reached the Idle-Time specified in the BEAM Requester configuration and shutdown it becomes un-usable.  
The following ERROR appears in the BEALOG.
'socket layer failed to initialize'   and Read on socket failed

Once this problem occurs the BREQ will no longer start, if a different BREQ is tried it will also fail.

The BEAM C5  shows the Connections in a Status: E  Active:N
The BWDN will remove the Connection records,  but this will NOT clear the problem.
At this point the only way to process additional Outbound requests is to shutdown the entire CICS Region and restart.
