Goal

DESCRIPTION:

In CR128913, we made gateway action table size configurable and gateway restartable if it is terminated due to size limit.

In a recent stress testing, several gateways are terminated due to network context table size limitation, and they are not restartable.

The customer believes we should make the same changes for network context table as for action table, to make the previous enhancement complete.

The customer request to make network context table size configurable and make gateway restartable. 

Currently, the maximum network context table size is hard coded as 10000. Whenever the limit is hit, gateway is terminated gracefully.
