Goal

DESCRIPTION:
When Slave host is partitioned, tmadmin -d all -> psr command freezes on Master node.

Test reproducer:
1) MP mode : 
Master - Windows 2003 and Slave - Solaris 8  
2) simpserv  advertising TOTMIB service which does a .TMIB call collecting a list of currently running services, and
then a TPSUCCESS.
simpserv should be booted on both master and slave.
3) Run tmadmin -d all
4) Unplug the n/w so Slave is partition
5) On the master node run client (simptotmib.c) which calls the above server
6) Then tmadmin psr and DBBL should hang.

Windows 2003
Tuxedo 8.1 RP #225 with the latest RP
MP mode
