RP/TUX 8.1/TUX 9.1 - active service requests of dmadmin remains after service timeout

The customer wants planed stop /Domain gateway and wants to wait interdomain requests with watching "Total # of
active service requests" of pstas subcommand of dmadmin command after remote service suspending.
However, If the service timed out or the request cancelled (e.g., client kill), active service requests counter will
not decrease, so operator cannot judge about existing requests.
