RP/MSQ 5.01 (VMS) - Performance degradation on OVMS 8.x, Itanium respectively (Doc ID 777385.1)

DESCRIPTION:
There is big performance degradation when running MessageQ, V5.01 on Itanium.
 
There was a behavioral change that was made to the OVMS operating system when locking code or data contained within an
image between 7.x and 8.x.

The major reason of performance downgrade is $LKWSET implementation change in OpenVMS 8.x to lock the whole image
containing the page.  This problem cannot be resolved on OpenVMS 8.x Itanium because of the ELF standard, so this CR
is a request for the fix to be made in MessageQ.
