Problem: 
When the queue byte quota is set to 24,000,00, attempts to get a message return to NOMOREMSG. Customer reported
problem when they had their queue byte quota set to 24000000 and 23500000 worked. Investigated. Confirmed that
23860929 works and 23860930 fails. Attempt to get a message returns %PAMS-I-NOMOREMSG, No messages available when
quota set to 23860930 bytes and yet lower the quota by 1 byte and it works again. This is with only one message in the
queue (happened to be ~20 bytes long). 

Problem is easily reproducible using test utility. 
1. Set queue quota of queue 1 to 24,000,000 
2. Put message (delivery mode of 26 and uma of 4) in the test utility
3. Get message and you will get NOMOREMSG 
4. Lower bytes as above and get retrieves message successfully
