The Tuxedo System currently makes use of the GNU iconv package for conversion between different character sets. This
feature is available in Tuxedo 8.1 and above, and allows automatic codeset conversion of MBSTRING buffers and
FLD_MBSTRING fields in FML32 buffers. APIs for direct control of character set conversion are also provided. We
believe that the codeset conversion functionality is used by our customers mostly to convert multi-byte characters in
Japanese, Chinese, and Korean.

Due to a desire to avoid dependencies on Project GNU source code within Tuxedo, we have been investigating other
libraries providing iconv functionality to see if the existing iconv source code can be replaced. ICU iconv is the
result due to its high performance and easy to prototype.
