RP/TUX 9.1 - SALT needs DSA certificate functionality that was removed to reduce size of libengine (Doc ID 777916.1)

As a result of CR220224, unused encryption functionality was removed from libengine or moved to libcertctux in order
to reduce the size of libengine.
The reference to DSA_KEY_X957_OID in gp/libgp/rsa/keys/kidpuber.c was commented out since this allowed two other files
to be removed from libengine.

SALT now needs to use a DSA certificate using DSA_KEY_X957_OID and this functionality must be restored.
