RP/TUX 10.0 - [MonInfra] ud/ud32 should report parsing info once TMMONITOR is set (Doc ID 778093.1)

Goal

DESCRIPTION:
If TMMONITOR is set, some utilities of Tuxedo such as tmadmin/tmshutdown/ud32 also report parsing info. 

Following are entries of ULOG:
172349.bjselnx5!ud32.22946.3080084336.0: LIBTUX_CAT:6617: INFO:TMMONITOR (app:appratio=1:) was parsed succeffully.
172835.bjselnx5!tmadmin.22953.3079476912.-2: 02-15-2007: Tuxedo Version 10.0, 32-bit
172835.bjselnx5!tmadmin.22953.3079476912.-2: LIBTUX_CAT:6617: INFO:TMMONITOR (app:appratio=1:) was parsed succeffully.
172850.bjselnx5!tmshutdown.22954.3080415424.-2: 02-15-2007: Tuxedo Version 10.0, 32-bit
172850.bjselnx5!tmshutdown.22954.3080415424.-2: LIBTUX_CAT:6617: INFO:TMMONITOR (app:appratio=1:) was parsed
succeffully.

Expected behaviour: 
Only ud/ud32 should report the parsing info in ULOG.

To Reproduce:
1. Export TMMONITOR=app:appratio=1
2. Execute ud32/tmadmin/tmshutdown
3. Check ULOG and will find above
