remoteFault/bindingFault Thrown for a Deactivated Web Service

This problem can occur on any platform.


A Bpel process invokes a partner link. If the related web services is deactivated, then the process should end up in a bindingFault.

However before MLR#14, the process ends up in a remoteFault.

In environments using MLR#14 (and higher), and MLR#3 (and higher) the process throws a bindingFault which is the expected behavior.
