Goal

DESCRIPTION:
Customer noticed in Production the SMCT (Stale Message Cleanup Thread) feature is not working as it should on Tuxedo
8.1 RP286.

Customer found some IPC queues from a multithreaded SMCT-enabled server that contained a timeout message (248 bytes)
in the response queue, which never gets cleaned up.

The SMCT feature was an enhancement done for SWIFT back in the Tuxedo 7.1 timeframe. 

The SMCT parameters Customer used are:
SMCT_POLLING_INTERVAL=30; export SMCT_POLLING_INTERVAL
SMCT_TRYING_DURATION=300; export SMCT_TRYING_DURATION
SMCT_RETRY=60; export SMCT_RETRY

Based on these parameters, all threads should be woken up at least every 30 minutes, but they have seen stale messages
in the IPC queue that are still not cleaned up after 10 days.
