Error 20014 "LEAD Error" and Error 70 "Permission denied", Committing Searchable PDF Documents (Doc ID 782414.1)

Symptoms

When the WebCenter Capture (formerly Oracle Document Capture) Commit Server is running as a service it cannot create a document formatted as a Searchable PDF, but can create a document formatted as TIF.  When Commit Server is running as an application it is able to commit Searchable PDF files without issue.

Logging information in the Commit Server log (when running as a service) are as follows:

Number: 70 Error Description: Permission denied
Changed product name from Oracle Document Capture to WebCenter Capture. Refer to Product Name Changes for WebCenter and Former ECM products (<Document 1364544.1>) for more information.

Changes

When running the WebCenter Capture Commit Server as an application, the error is not reported by Commit Server and the document is committed as PDF.
