When Using Database Metadata Only Search, Any Search From The Search Page That Starts With The Letter 'F' Returns no Results (Doc ID 783963.1)

Symptoms

-- Problem Statement:
On 10.1.3.3.3 in Production:
Find whenever a user who is authenticated does a search in any metadata field, and the search
begins with the letter "F", for example in the title metadata field, "Frank" is entered,
then no results are returned, even though a document with the title "Frank" exists.

EXPECTED BEHAVIOR
Expect that if a document with the title "Frank" exists, searching for a document using
"substring" and entering "f" in the title metadata field that the document would be returned in
the search results.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Check in document with the title "Frank"
2. Use Substring in front of the title metadata field
3. Enter an "f" in the title metadata field, and click search

-- Business Impact:
The issue has the following business impact:
Due to this issue, users cannot search for content items using "F"
