Unable To Navigate Using Arrow Keys In SQL Developer (Doc ID 785141.1)

Symptoms

The cursor cannot be moved by cursor keys (up, down, left, right) in a Worksheet window. Neither Enter nor Backspace work.

Changes

Scroll lock is off. The problem does not happen in other applications. At the same time, cursor key navigation *does* work in SQL Developer object navigator.
The problem persists using the numeric keypad with num lock off. Initially this was working after installation. Re-installation did not help.
