Logging in into OSR 10.3 Deployed on Weblogic Throws Error "10500 Error code: E_fatalError A serious technical error has occurred while processing the request"

This problem can occur on any platform.
After installing Oracle Service Registry 10.3 deployed to Weblogic 10.3 there are problems as you cannot log into the service registry and business service as administrator. The error occurring is:
Error number: 10500
Error code: E_fatalError
Messages: A serious technical error has occurred while processing the request.
