Http-500 on Initial Portal/SSO Login and ORA-2396 Exceeded MaxIdleTime

When users login to the PORTAL application (via SSO authentication), they receive an HTTP-500 error.
With the displayed URL:
If the PORTAL application's URL is then pasted into the browser, they are taken into the application without username/password challenge.
It appears that the login is successful, but the redirect back to PORTAL fails.
Intermittent issue affects SSO authentication process in all SSO partner applications.
