Symptoms

Using an inbound polling Oracle Applications Adapter or an AQ Adapter with BPEL or ESB.  While this is running, the associated database is stopped and then restarted.

Following the restart of the database, it is expected that the Oracle Applications or AQ adapter will start to process again, but neither do until the SOA container is restarted.
