OID 10.1.4.3 upgrade shows new password policy cn=rocpolicy?

Installed OID 10.1.4.3 (or OID 11.1.1.x) and now in LDAP are seeing cn=rocpolicy under Password Policy Management, cn=pwdPolicies,cn=Common,cn=Products,cn=OracleContext.
At first sight the only difference that we see with the default one is that this have the "user password reversible encryption" enabled and the effective subtree set to cn=oracleContext.
