Symptoms

When starting WebCenter Capture (formerly Oracle Document Capture), the following error message is displayed:

Login Failed: error 20036: Error 3706: Provider cannot be found. It may not be properly installed

This message appeared after WebCenter Capture was reinstalled on the computer.
