OID 10g Fails To Start / OIDCTL.log Error "Database insert error" / oidmon.log Shows: Internal OCI error. (Doc ID 801803.1)

Symptoms

Oracle Internet Directory (OID) 10g fails to start.

Output of opmnctl status shows OID 10g status of NONE.

The $ORACLE_HOME/opmn/logs/OIDCTL.log shows error:

08/05/21 14:08:37 Start process
Database insert error.


The $ORACLE_HOME/ldap/log/oidmon.log shows error:

2007/05/21:14:08:37 * Connecting to database, connect string is infradb
2007/05/21:14:08:37 * Internal OCI error.

Or:

2014/06/08:18:24:29 * oidmon_<HOSTNAME>.<DOMAIN_NAME>.COM:0 *
Could not connect to database, retry again after 10 sec
2014/06/08:18:24:38 * [gsdsiConnect] ORA-0,
2014/06/08:18:24:39 * oidmon_<HOSTNAME>.<DOMAIN_NAME>.COM:0 *

Internal OCI error.


Sqlplus connections via sqlnet/listener as user "ods" are possible and successful.

However, for OID 10g for example, while using <Note 329808.1> troubleshooting steps and trying to truncate the ods.ods_process table, it fails with:

SQL> create table ods.ods_process_backup as select * from ods.ods_process;
*
ERROR at line 1:
ORA-01552: cannot use system rollback segment for non-system tablespace 'OLTS_DEFAULT'
