BEA-000337 StuckThreadMaxTime Exceeded Error While Retrieving Request Details In OIM

Symptoms
An OIM Administrator notices the following error when trying to obtain the details on a request:
Proxy Error
The proxy server received an invalid response from an upstream server.
The proxy server could not handle the request
In the log we see the following:

working on the request "Http Request: /xlWebApp//requestDetail.do", which is more than the
configured time (StuckThreadMaxTime) of "600" seconds.>

Administrator clicks on a request to view details and sees the above error.
This was not related to a specific user and could happen to any user.
