OIDLDAPD Hangs or Unresponsive / Database Error: Ora=12154 in OC4J Log

This problem can occur on any platform.
Intermittent ORA-12154 in the OC4J_Portal application.log file which causes an outage on
the entire portal application where the users are not able to view the SSO login page
During this situation an ldapbind hangs.
A ps -ef | grep oidldpad shows multiple instances of oidldapd running and listening on the same ports.
A restart of OID using opmnctl stopproc/startproc resolves the problem for a while until it happens again.
