Using Oracle Access Manager (OAM) to set a HTTP header variable in an Authentication or Authorization plug-in success criteria when the value is not entirely made up of ASCII 7 bit characters
then the value of one of the header set is of the form =?UTF-8?B?U3ppbMOhZ3lpIFPDoW5kb3I=?=
