Symptoms
There is a setting within the Apache plug-in for WebLogic Server called IDEMPOTENT. When set to ON and if the servers do not respond within WLIOTimeoutSecs, the plug-ins fails over any request. If set to "OFF" the plug-ins do not fail over.
Even with Idempotent=OFF, the Apache plug-in attempts to failover requests.
