Symptoms

-- Problem Statement:
Filestore slack byte setting is not working.

-- Business Impact:
FileStoreProvider ignores the slack bytes configuration value, and it also tries to check in files to a partition that would fill it past capacity. This latter case results in a "java.io.IOException: No space left on device" error. FileStoreProvider does not seem to know when to stop using a partition
