Inbound Refinery with XML Converter Does Not Correctly Process Word Doc with Embedded Images (Doc ID 813913.1)

Symptoms

When converting a Microsoft Word document with an embedded image using XML Converter with Inbound Refinery (IBR), the image is extracted but not copied to the Content Server weblayout directory.

The issue can be reproduced with the following steps:

1. Setup IBR and content server to convert Word documents to XML.
   
   
2. Add RefineryTransferCleanup=false to the configuration for IBR.
   
   
3. Check in a Word document with an embedded image.
   
   
4. The document is converted to xml, a thumbnail is generated, and the image is extracted.  The generated xml and thumbnail are both copied to the Content Server weblayout directory; however, the extracted image is not copied to the Content Server weblayout directory.
