Creation of the Tags Service Failed When Executing a Page with Tagging Service Added (Doc ID 818932.1)

Symptoms

The Tagging service does not work at all on the WebCenter Portal page after adding it. The Tag Cloud appears as empty, however, the Tags... context menu item does not get displayed at all in the Document Library, hence it is not possible to add new tags.

The following message is displayed in the WebLogic console:

Steps to reproduce the problem:
1. In JDeveloper make sure to define a connection for the WebCenter Portal schema
2. Add a Tagging task flow to a JSF page, i.e. Tagging - Tag Cloud
3. Execute the JSF page from JDeveloper
4. Notice the problem
