HTTP_Server Fails to Start With the Error "apachectl hardstop: httpd (no pid file) not running" (Doc ID 821215.1)

The HTTP Server fails to start on the Application Server instance. All other components are started
and seems to be working properly.

The $ORACLE_HOME/opmn/logs/HTTP_Server~1 shows the following error:
