This problem can occur on any platform.
On 10.1.2.3 in Production:
When attempting to use a configuration with a new outbound delivery channel, the following
error occurs, even though the correct user name and password were provided at the time the
delivery channel was first created.
This does not happen for a new inbound delivery channel.
Transport error: FTPAgent cannot login to HOST.DOMAIN. Check user name and password.
