eSSO: OIM PG Integration: Server Key Could Not Be Determined

When integrating OIM with eSSO PG for provisioning we have the following scenario:
+ eSSO PG Tasks in OIM are executed successfully if the Resource Object is directly provisioned to the OIM user
+ eSSO PG Tasks fail in OIM if the Resource Object is reconciled (target reconciliation) rather then directly provisioned from OIM
+ When the tasks fail, the log file shows the following error:
Adapter class: com.thortech.xl.adapterGlue.ScheduleItemEvents.adpPASSLOGIXCHANGEPASSWORD loaded from Database.
INFO [ADAPTERS] Adapter: Passlogix Change Password was initiated for the task: Oracle Change Password.
INFO [ADAPTERS] Starting Adapter Execution for adpPASSLOGIXCHANGEPASSWORD.
ERROR [ADAPTERS] Class/Method: tcAdpEvent/getRunTimeValue encounter some problems:
Server Key could not be determined
INFO [STDOUT] com.thortech.xl.dataobj.util.tcAdapterTaskException: INTERNAL_ERROR
