WLS8.1SP3 - Synchronization Problem due to HashMap in WebServiceContext class (Doc ID 827859.1)

Symptoms

When Web-Services Application is deployed in the Weblogic server, Server could go into hang state and causing high CPU usage.
The thread dumps collected during high CPU usage indicate that following thread(s) are taking most of the CPU time:
ExecuteThread: '10' for queue: 'weblogic.kernel.Default'" daemon prio=5 tid=<tid> nid=<id>

at java.util.HashMap.put(HashMap.java:382)
at weblogic.webservice.context.WebServiceContext.register(WebServiceContext.java:56)

at weblogic.webservice.server.Dispatcher.dispatch(Dispatcher.java:72)
at weblogic.webservice.server.WebServiceManager.dispatch(WebServiceManager.java:98)
