Goal

In 5.0, the MessageQ software was changed to tighten permissions. All processes must run as the same user that started dmqgcp. Unfortunately, this is not upward compatible with previous releases.

Client access ids file for reading with O_RDWR mode. Change the permission of attaching dmqqe output queue back to the old way which is everyone is allowed.
