Authentication Required When Adding WCI Publisher Workflow to a Portlet (Doc ID 829583.1)

Symptoms

After upgrading from a prior version to 6.4/6.5 Publisher, clicking on "Workflow" while editing a Publisher Portlet causes an authentication challenge.  The requested credentials are those of the Publisher Remote Server object; however, entering these credentials results in the following error:
